Conservation districts are subdivisions of state government, much like school boards. Five elected supervisors make up the governing body of the district. Supervisors are local residents who serve voluntarily without pay. Any qualified elector may be elected during an annual conservation district meeting. A qualified elector is a U.S. citizen, at least 18 years of age and a resident of Cowley County. Although the supervisors serve without compensation for services, they may be entitled to expenses, including travel necessarily incurred in the execution of duties. The Conservation District Board meetings are held in the USDA Service Center building the third Wednesday of every month and are open to the public.
